devices init (#376): create an empty open CDB at the resolved path, the
explicit counterpart of the default path's first-run auto-create. Never
clobbers: like git init, re-running on an existing, readable CDB succeeds
with a cdb/file-exists warning and writes nothing, so a workspace bootstrap
script can run it unconditionally. An existing file that does not load
(not a CDB, or encrypted without a password) fails with the load error.
